Allan W. Cates is a tenured professional project scheduler with more than thirty years of specific planning and scheduling
experience. As
sole proprietor of CPM of Texas, Scheduling Services, he has provided management
oversight from an owner’s perspective on a wide array of construction
projects. These projects range in
size and scope from that of a street improvement project to construction of a
major power-generating complex. As
a Planner and Scheduler with The University of Texas System, Office of
Facilities Planning and Construction, Mr. Cates has been involved, at some
level, in the planning, scheduling, and progress reporting on more than $1.5
billion in various projects over the past five years. Mr. Cates designed the U. T.
System, OFPC Planning and Scheduling program, as it currently exists.
This program is in use on all
projects throughout the System and is considered a model for public
institutions.
Mr. Cates has provided Critical Path
Method (CPM) training for planners, managers and inspectors at all components of
The University of Texas System, and has trained System employees, as well as
construction contractors in the use of Primavera Project Planner (P3) and
SureTrak Project Manager. He has also provided formal Progress Monitoring
training for the Planning and Scheduling Division at Rice University in Houston.
Mr. Cates firmly believes that the key to a successful project is to
“Plan the Work and Work the Plan” – that planning must start at the very
earliest stage.
From 1965-1997, Mr. Cates was involved at
various levels of responsibility in power generating projects ranging from
hydroelectric power construction in New York to combustion power generation in
Alaska, to combined cycle gas turbines in Florida, to nuclear power in Missouri
and lignite power plant construction in Texas.
From 1979 to 1983 he was Chief Field Engineer for the construction of the
Callaway Nuclear Power Plant near Fulton, Missouri. During 1993 and 1994 Mr.
Cates was Project Engineer for the new International Concourse expansion at
William B. Hartsville International Airport in Atlanta.

Timothy Cates is a professional project scheduler with more than twenty years of construction experience. His philosophy concerning CPM schedules is that “a well developed and detailed CPM construction schedule can mean the difference between a successful project and an unsuccessful project”.
Tim joined CPM of Texas in June, 2003 after nearly fifteen years with Zachry Construction Corporation, (formerly the H.B. Zachry Company). Since joining CPM of Texas he has been responsible for the production and maintenance of detailed CPM construction schedules for numerous projects in Texas.
Tim has the craft and craft management level construction experience from projects that included Roadways & Bridges, Coal and Gas Fired Power Plants, Hydroelectric Power Stations, Rolled Steel Manufacturing, Industrial Paper Mill Renovation & Maintenance, Industrial Structural Steel Erection, Industrial High – Volume Cooling Water Pipeline Installation, High-Capacity Crane Erection/Rigging Set-Up and Tear-down.
Tim leads his contractor-clients through the planning and scheduling process with skill and knowledge gained through his experience on this wide range of projects.
Some of the more significant projects he has developed from pre-planning and contract initiation include the Central Texas State Veterans Cemetery ($12M) for CWR Construction Co., Inc., the University of Texas at Tyler Student Dormitory and Academic Excellence Center ($17M) for Skanska USA Building Inc. and the University of Texas at Austin Gregory Gymnasium Aquatics Complex ($12M) for Emerson Construction Company, Inc. along with several other projects.
